Signs your panel needs a look
- Breakers that trip often, especially with the AC, dryer or a space heater running.
- A 100-amp or smaller service in a home that has added central air, an electric range or a basement finish.
- A fuse box, or a panel with no open spaces left for new circuits.
- Warmth, buzzing, rust, scorch marks or a burning smell at the panel.
- A Federal Pacific (Stab-Lok) or Zinsco label, and an insurer or inspector asking about it.
- Plans for an EV charger, a hot tub, a shop or a generator.
Heat, smell or scorching is urgent. See emergency electrician help.
Upgrade or replacement: what is the difference?
A replacement swaps the panel for a new one of the same size, often because of age, damage or brand. An upgrade raises capacity, most often from 100 to 200 amps. An upgrade usually means a new meter base and service conductors too, and that brings in Evergy.
Load check
The electrician reviews your panel, appliances and plans, then sizes the service.
Written quote
It should say whether it includes the meter base, mast, grounding, surge protection and wall patching.
Permit and Evergy
The contractor pulls the city permit and coordinates the disconnect and reconnect with Evergy.
The swap
Power is off while circuits move to the new panel and are labeled.
Inspection and clearance
The city inspects and clears the service, then Evergy restores power and reseals the meter.
Fuse boxes, Federal Pacific and Zinsco panels
Fuse boxes. Many older Topeka houses started with fuses. A working fuse box is not automatically unsafe, but many have few circuits. The warning sign is a fuse that keeps blowing, or one swapped for a larger size, which hides an overload.
Federal Pacific (FPE) Stab-Lok. The U.S. Consumer Product Safety Commission closed its investigation of these breakers in 1983, saying its data did not establish that they pose a serious risk. Its advice is: "When in doubt, consult a licensed electrician." Some insurers and home inspectors still raise concerns.
Zinsco. There is no CPSC finding on Zinsco panels, but some insurers ask about them. If yours does, ask the insurer what it needs, and ask an electrician to check the panel's condition and quote a replacement.
No one has published how common these panels are in Topeka; check your label.
Panels in Topeka homes
ACS 2020–24 5-year estimates put Topeka's median year built at 1967, and 67.5% of homes date from before 1980. Many were wired for less load than central air and a modern kitchen need, and about a quarter heat mainly with electricity (same ACS series).
Older houses in Potwin, College Hill and Historic Holliday Park are where fuse boxes and small services tend to turn up. Newer southwest Topeka and Sherwood homes more often need capacity for an EV charger or a finished basement.
Evergy coordination. Evergy serves Topeka and most nearby towns. A service upgrade needs Evergy to disconnect and reconnect, and the city lists a $55 "Electrical Service Clearance (Evergy)" on its 2026 fee schedule. Some rural homes are on FreeState Electric Cooperative (outages 1-800-794-1989); check your bill.

Many owners add a whole-home surge protector while the panel is open. Ask for it as a separate line.
Kansas & Topeka rules in plain terms
Kansas has no statewide electrician license; cities and counties license electricians (K.S.A. 12-1525). In Topeka, ask for the contractor's City of Topeka license and confirm it with Development Services (785-368-3905); the city also posts a licensed-contractor list. Lawrence: Lawrence Building Safety (785-832-7700). Unincorporated Shawnee County: Land Use & Development (785-251-5410). Ask for certificates of liability insurance and workers' comp.
Topeka enforces the 2023 National Electrical Code. Most new wiring, circuits, panels and service changes need a city permit; your contractor normally pulls it. Topeka's 2026 residential trade permit fee is $55, and work started without a permit costs a contractor $500 extra. Topeka issues homeowner trade permits; ask Development Services whether your job qualifies. Never work on a meter, meter base or service entrance yourself; Evergy has to be involved.
Kansas gives a 3-business-day right to cancel many door-to-door sales of $25 or more (K.S.A. 50-640), but a repair visit you requested can be excluded. Ask, and get it in writing. Renters: Kansas law requires landlords to keep supplied electrical systems in good and safe working order (K.S.A. 58-2553). Report problems in writing. Not legal advice.
Questions to ask before you sign
- What is your City of Topeka license number? (Or your Lawrence license, if the job is in Lawrence.)
- Can you send certificates of liability insurance and workers' comp before work starts?
- Will I get a written, itemized quote that lists parts, labor and the permit?
- Is there a trip or diagnostic fee, and does it come off the repair price?
- What is your after-hours or weekend rate, if I need that?
- Who pulls the permit, and is the fee in the quote?
- Is Evergy coordination included, such as a disconnect, the service clearance or a meter reseal?
- Does the quote include the meter base, grounding and patching, and how long will the power be off?

Frequently asked questions
Is a Federal Pacific or Zinsco panel dangerous?
For Federal Pacific Stab-Lok breakers, the CPSC closed its investigation in 1983, saying its data did not establish a serious risk, and it advises: when in doubt, consult a licensed electrician. Some insurers and home inspectors still question these panels, and Zinsco panels draw similar insurer questions. Ask your insurer, and have an electrician check the panel's condition.
Should I replace my old fuse box?
A working fuse box is not automatically unsafe, but many have few circuits and little spare capacity, and some insurers ask about them. Warning signs are fuses that blow often, a larger fuse put in to stop blowing, warmth or scorching. An electrician can tell you whether a panel replacement or a full service upgrade makes sense.
Do I need a 200-amp panel?
Not always. A load calculation shows whether your current service can carry what you have and plan to add. Many 100-amp homes are fine as they are. An EV charger, electric heat, a hot tub, a shop or a large addition are the usual reasons people move to 200 amps.
Who pulls the permit and deals with Evergy?
The contractor normally pulls the City of Topeka permit and schedules the inspection. A service upgrade also needs Evergy to disconnect and reconnect, and the city lists a $55 Electrical Service Clearance (Evergy) on its 2026 fee schedule. Ask whether the quote includes the permit, the clearance and Evergy coordination.
Describe the job once
Say what you have now (fuse box, breaker panel, the brand if you can see it, the main breaker size), what you plan to add, roughly how old the house is, and whether you own or rent.
